When did manufacture of new R-22 equipment become banned in India?

1 January 2025. India's HPMP Stage-III required phase-out of HCFCs in the manufacture of new equipment by 31 December 2024, and the 2014 amendment to the ODS Rules prohibits use of HCFCs — including R-22 — in manufacturing all new equipment from 1 January 2025. Servicing existing R-22 equipment remains legal.

The operative rule is not a press release — it is the Ozone Depleting Substances (Regulation and Control) Amendment Rules, 2014, issued under the Environment (Protection) Act, 1986. The Ozone Cell of the Ministry of Environment, Forest and Climate Change states it plainly: from 1st January 2025, use of HCFCs in manufacturing of all new equipment is prohibited. The 2014 amendment set the deadline a full decade in advance, giving manufacturers a fixed horizon to redesign product lines.

The date also anchors India's HCFC Phase-out Management Plan (HPMP) Stage-III (2023–2030), the final stage of a three-stage programme run with the Multilateral Fund. Stage-III's explicit target was completing the phase-out of HCFCs in manufacturing by 31 December 2024, ahead of the consumption cut to 97.5% by 2030.

What exactly became illegal — and what did not

The ban is an equipment-manufacturing ban, not a substance ban. Three activities were already or remain lawful: servicing existing R-22 equipment (legal through the 2030s under a servicing tail), production and import under quota to feed that servicing demand, and feedstock use of HCFC-22 to make other chemicals, which the Montreal Protocol exempts from control measures entirely.

Why the manufacturing ban came first

Phase-out design worldwide follows the same logic: stop adding to the installed base first, then let the base retire naturally while a shrinking quota services it. India froze HCFCs at 2013 levels, cut 10% by 2015 and 35% by 2020 against the 1,608.20 ODP-tonne baseline, and reached the 67.5% reduction step in 2025 — the same year the manufacturing ban landed. What it means in practice for Indian buyers

If you operate R-22 plant — legacy split and ducted ACs, packaged units, some process chillers — nothing in the 2025 rule forces retirement. It does mean every gram of R-22 you buy now comes from a declining quota, so servicing costs trend upward and sourcing discipline matters more: buy only from registered ODS sellers, insist on branded, SDS-backed cylinders, and plan retrofit or replacement on your schedule rather than a breakdown's. New equipment purchases are all non-HCFC by law — overwhelmingly R-32 and R-410A today — so mixed fleets are now the norm and stores/AMC contracts should be specified per-gas. How India got here: three HPMP stages

The 2025 ban was the finish line of a fifteen-year programme, not a sudden decree. HPMP Stage-I (2012–2016) targeted the low-hanging fruit — HCFC-141b in foam manufacturing — and met the 2013 freeze and the 10% cut of 2015. Stage-II (2017–2023), launched with roughly US$44.1 million of Multilateral Fund support, drove the 35% reduction of 2020, converting remaining foam users and beginning the room-AC sector transition; its launch document is also the source for two facts quoted across this site — that India is the world's second-largest HCFC producer, and that it produces only HCFC-22 domestically. Stage-III (2023–2030) is the endgame: the 67.5% cut of 2025, the new-equipment manufacturing prohibition that took effect on 1 January 2025, and the servicing-sector work (technician training, recovery equipment) that makes the long tail manageable. Each stage was a negotiated national plan with sector-by-sector funding, which is why the manufacturing ban arrived with a decade of notice and why compliant manufacturers had already left R-22 behind years early. The staged structure also explains the shape of what remains: manufacturing is closed, consumption steps down to 2.5% in 2030, and the servicing allowance runs to 2040 — a controlled descent rather than a cliff, provided buyers stay inside the registered supply chain.
