How to verify a licensed R-22 seller

Under Rule 6 of the ODS Rules, 2000, nobody may sell, stock or distribute R-22 in India without registration. Verifying takes four steps: ask for the registration number, match the legal name to the GST invoice, insist on a proper invoice, and expect buyer-verification questions for controlled uses.

Why this check exists

Rule 6 of the Ozone Depleting Substances (Regulation and Control) Rules, 2000 says no person may sell, stock for sale, or distribute an ozone-depleting substance such as R-22 unless registered with the designated authority. As quotas tighten (67.5% cut from 2025), unregistered supply is where the legal and quality risk concentrates — for the seller and the buyer's audit trail.

The four-step check (run it on any dealer — including us)

  1. Ask for the ODS seller registration number. A registered dealer states it without hesitation. Ours is published here: ODS/CS/17/6(12)/2024-OC.
  2. Match the legal name. The name on the registration should match the name on the GST invoice you'll receive — same entity, not a cousin firm.
  3. Insist on a proper GST invoice naming the product and quantity. Cash-and-no-bill is the signature of grey supply.
  4. Expect questions for controlled end-uses. The Rules put duties on sellers to verify certain buyers; a seller who asks for your declaration is following the law, not being difficult.

Red flags worth walking away from

  • No registration number offered, or "it's applied for" with nothing to show.
  • Prices far below the market while quotas are shrinking — scarcity and discounts rarely coexist honestly.
  • Unsealed, repainted or unbranded cylinders, or refusal to provide an SDS on request.
