Is R-32 flammable?

Yes, mildly. R-32 is classified A2L under ASHRAE Standard 34: lower toxicity, flammable, but with a maximum burning velocity of 10 cm/s or less. That is the distinction the L carries. It needs a strong ignition source, and the flame creeps rather than propagates. It is not a fuel gas, and it is stocked and handled safely as routine across the industry.

What A2L actually certifies

ASHRAE 34 grades refrigerants on two axes. The letter is toxicity: A for lower toxicity, B for higher. The number is flammability: 1 for no flame propagation, 2 for flammable, 3 for higher flammability. The 2L subclass was created because "flammable" was doing too much work as a single category.

To earn the L, a refrigerant must show a maximum burning velocity of 10 cm/s or less, along with low heat of combustion and high ignition energy. R-290 propane, by contrast, is A3, with a burning velocity several times higher.

The practical difference is large. An A2L leak in an occupied space needs a substantial ignition source to light, and if it does light the flame moves slowly enough that it often self-extinguishes.

Storing it

The same rules as any other refrigerant cylinder, which are already strict. Upright, secured, valve protection in place, in a ventilated space away from heat sources, and below the quantity thresholds in the Gas Cylinders Rules, 2016 unless the premises are licensed.

What changes for A2L is that ventilation stops being only a comfort question. A refrigerant heavier than air pooling in an unventilated pit or basement is the scenario that matters, and it matters for asphyxiation with any refrigerant before it matters for flammability with an A2L one.

Working on A2L systems

No ignition sources while the circuit is open. That means no brazing on a charged system, no smoking, and awareness of electrical equipment that can arc. Recover the charge before hot work rather than venting it.

Use tools rated for A2L, including the recovery machine and the leak detector. Respect the charge limit for the room volume under IEC 60335-2-40, which is why a large R-32 system in a small sealed room is an engineering question rather than an installation choice.

The one that is genuinely dangerous

Not flammability. Flame exposure. Every halogenated refrigerant, A1 and A2L alike, decomposes in a flame into hydrogen fluoride, and R-22 also into phosgene. That is a serious inhalation hazard and it applies to the non-flammable gases just as much as to R-32.

People treat A1 as "safe" and A2L as "dangerous". The honest version is that all of them are hazardous near an open flame, and A2L adds a modest ignition risk on top of a hazard that was already there. See flame exposure hazards.
