Is refrigerant gas toxic?

Most refrigerants in common use, including R-22, R-32, R-410A, R-134a and R-404A, are ASHRAE class A: lower toxicity, meaning no evidence of harm at concentrations at or below 400 ppm. The realistic dangers are not poisoning at normal exposure. They are asphyxiation in a confined space, cold burns from liquid contact, and decomposition into hydrogen fluoride if the gas meets a flame.

What class A actually means

ASHRAE Standard 34 assigns a toxicity letter based on an occupational exposure limit. Class A means no evidence of toxicity at concentrations of 400 ppm or below. Class B means toxicity has been identified below that threshold.

Ammonia is class B, which is why industrial ammonia plant has detection and evacuation procedures that fluorocarbon plant does not. R-123 is B1. Almost everything a technician meets in air conditioning and commercial refrigeration is class A.

Class A does not mean harmless. It means the harm is not acute chemical toxicity at ordinary concentrations.

Asphyxiation is the real risk

Refrigerants are heavier than air. A leak in a plant room, a basement, a pit or a walk-in cold room displaces oxygen from the floor upwards. Someone entering does not smell a problem, because these gases have little odour, and the first symptom of oxygen deficiency is impaired judgement, which is precisely the faculty needed to recognise it.

This is the mechanism behind most refrigerant fatalities, and it applies equally to the completely non-flammable A1 gases. Ventilate before entering a confined space where a leak is suspected. Do not enter alone.

Liquid contact and pressure

Liquid refrigerant boils at well below freezing at atmospheric pressure, so a spray on skin or eyes causes a cold burn immediately. Gloves and eye protection when connecting and disconnecting are not optional, and the injury happens faster than the reflex to pull away.

The flame hazard, which is the serious one

Halogenated refrigerants are stable until they meet high temperature. In a flame they decompose into hydrogen fluoride, which attacks the respiratory tract, and R-22 also produces small quantities of phosgene.

This is why brazing on a system that still holds refrigerant is dangerous work regardless of the safety class, and why a refrigerant leak onto a hot surface or into a fire is treated as a chemical incident. The sharp acrid smell is the warning, and by the time it is noticeable the exposure has already started. See flame exposure hazards.

What to do about a leak

Ventilate. Get people out of low-lying and enclosed areas. Remove ignition sources. Do not attempt repair in an unventilated space. For any significant release in an occupied building, treat it as an evacuation rather than a maintenance task.

The manufacturer's Safety Data Sheet carries the first-aid measures and exposure limits for the specific product. That is what should be on file, and it is one of the reasons an SDS is worth having before you need it.
