Will India's HFC phase-down affect refrigerant prices?
The mechanism: quotas price GWP
Kigali's cap is denominated in CO₂-equivalents — kilograms × GWP (the values). Once India's ceiling freezes in 2028 and steps down from 2032 (the schedule), every producer and importer optimises the same ratio: revenue per CO₂e-tonne of quota. A kilogram of R-404A at GWP 3,922 spends ~5.8× the quota of a kilogram of R-32 at 675 — so the ceiling binds hardest on the high-GWP end, and relative prices tilt accordingly long before any shortage is visible.
Exposure, gas by gas
| Gas | GWP (AR4) | Structural exposure |
|---|---|---|
| R-404A | 3,922 | Highest — first squeezed by CO₂e maths; migration path exists (R-407A/F) |
| R-410A | 2,088 | High — enormous installed base keeps demand while quota tightens |
| R-134a | 1,430 | Elevated — plus the ADD floor already in force |
| R-32 | 675 | Lowest — the quota-efficient refuge; share keeps growing |
Add the separate curve: R-22 is not a Kigali gas at all but walks its own quota staircase to the 2040 tail — the one supply trajectory here that is certain rather than directional.
What overseas cycles teach
The EU's F-Gas quota steps produced the textbook pattern: multi-fold spot-price spikes on high-GWP fluids at cut years, followed by partial retreat, accelerated migration down the GWP ladder — and a counterfeit surge wherever prices ran (the defence). India's Group 2 schedule is gentler and later, so expect the shape, not the violence: gradual firming into 2028, steps at quota years, widening spread between R-32 and the high-GWP trio.
Positioning, not prediction
For equipment decisions with 10–15-year lives, GWP is now a procurement line-item: specify low where the application allows. For operators of high-GWP plant, leak-tightness is the cheapest hedge — every kilogram not lost is a kilogram not bought at next year's price. For everyone: multi-year fixed-price expectations are the one thing this environment does not support, and a supplier honest about that is worth more than one who promises otherwise. Flags stand: duties can be reviewed; quota implementation details evolve; nothing here is a forecast.
Hedges that actually work when gas prices trend up
If the direction is up and the timing is stepped, the useful question becomes which hedges are real. Ranked by reliability: 1 — Leak-tightness. The only hedge with a guaranteed payoff: gas never lost is gas never repurchased at next year's price, and on high-GWP fluids it discounts the ESG liability simultaneously. Concretely — joint standards on new work, leak-rate clauses in AMCs, and detector walk-downs on schedule. 2 — GWP-aware specification. Every new-equipment decision is a ten-to-fifteen-year refrigerant purchase commitment; specifying down the GWP ladder where duty allows (R-32 over R-410A; R-407-class over new R-404A) moves future spend onto the flatter part of the repricing curve — the arithmetic in the GWP guide. 3 — Fleet triage on the scheduled gases. For R-22 especially, the keep/retrofit/replace calendar in the availability guide converts a price trend into dated decisions. 4 — Supplier relationship and documentation depth. In allocation moments, documented long-standing customers get served; the file you build now (how) is priority later. What does not work: hoarding beyond licensed storage limits (a compliance risk wearing a hedge costume), multi-year fixed-price demands (no honest counterparty can grant them in a quota regime), and grey-market 'bargains' whose true price is composition risk. The theme across the list: the durable hedges are operational virtues that pay in any scenario — the price trend merely raises their interest rate.
