Are HFCs like R-32 and R-410A banned in India?

No. HFCs are being phased down — a gradual, quota-based reduction under the Kigali Amendment starting with a 2028 freeze — not phased out like the ozone-depleting HCFCs. R-32, R-410A, R-134a and R-404A remain fully legal to sell, buy and use in India in 2026, with no end date for servicing use.

Phase-out vs phase-down: the distinction that gets blurred

The two regimes are legally different animals. Phase-out applies to ozone-depleting substances — CFCs (gone), and HCFCs like R-22 heading to a 2030 endpoint with only a servicing tail. Phase-down applies to HFCs: consumption is capped and stepped down in CO₂-equivalent terms, but the schedule deliberately terminates at 15% of baseline remaining in 2047, not zero. Competitor copy routinely blurs this into "HFCs are being banned"; they are not.

Why HFCs are controlled at all

HFCs contain no chlorine, so they leave the ozone layer alone — US EPA notes HFCs have zero ODP. Their issue is warming: GWPs of 675 to 3,922 across the gases we stock (full table here). Kigali therefore counts consumption in CO₂-equivalent, which pressures the highest-GWP fluids first while leaving the substances themselves lawful. Practical consequences for buyers

Nothing about Kigali requires an Indian equipment owner to retire an R-410A chiller or an R-404A cold room — servicing supply continues indefinitely under the residual allowance. The rational moves are procurement-side: watch the GWP of what you standardise on, favour R-32 where equipment allows, and expect the price gradient between low- and high-GWP fluids to widen after 2028. No ODS seller registration applies to HFC purchases today; the documentation that does matter is the ordinary trail — SDS, GST invoice, batch identity — covered in supplier documentation.

Where the confusion comes from — and how to answer it in a meeting

The 'HFCs are getting banned' myth has three reliable sources. Imported headlines: the EU's F-Gas Regulation genuinely does ban specific high-GWP uses on hard dates, and those stories travel to India without the jurisdictional caveat. Conflation with R-22: a decade of accurate 'R-22 is being phased out' messaging bleeds into 'refrigerants are being phased out' generally. Sales pressure: 'that gas is banned next year' closes equipment upgrades faster than nuance does. The two-sentence correction that survives a procurement meeting: India's HFC obligation is the Kigali Amendment — a consumption cap frozen in 2028 and stepped down to 15% of baseline by 2047, with no ban on any HFC and no end date for servicing use. The HCFC R-22 is the separate, older phase-out.
